Dear Lord Shepherd,
My attention has been drawn to the latest Labour Legislation being proposed in respect of Hong Kong.
On behalf of my Union I am writing to protest that the Commissioner of Labour has unilaterally instituted night working for women to start on 1st March, 1970 for a so-called experimental period until June, 1971.
This decision has been taken, so I am informed, without any consultation with the work people, and in fact I am assured that the Commissioner had told the Labour Advisory Committee that he would not introduce legislation allowing night work for women, and now we have this reversal of the stated policy of the Government. I am led to believe that this reversal of policy followed consider- able agitation by the Hong Kong employers demanding that women should be allowed to work nights in the Hong Kong factories.
The experience of my Colleagues and myself gained from our visit to Hong Kong is such that we are of the opinion that it is impossible to "police" regul- ations such as those being proposed for the introduction of night work for women since the factories' Inspectorate Department of the Labour Department have not sufficient personnel to ensure that any regulations introduced will be kept to.
