I submit a draft answer to Mr. Ernest Thornton's Oral
Question for answer on the 2nd March. The Question is unlikely
to be reached. We have been informed that notes for supplemen- taries are not required.
2. The circumstances under which women may be employed at night
are set out in a statement made by the Labour Commissioner on the
19th February, contained in a press statement attached.
3. This subject was discussed between the Governor and Lord Shepherd during 1969. Subsequently, in January, Lord Shepherd approved a limited extension of the powers to permit employment at night provided that all such work was voluntary and subject to proper safeguards.
4. The Overseas Labour Adviser concurs with the proposed answer.
