the factory and labour inspectorates in the most efficient way by striking a balance of endeavour between the elimination of illegal factories, the supervision of registered factories, and the general improvement of conditions, both physical and non-physical, of all factories. Moreover with the extension of legislation into non- industrial sectors, the work of the labour inspectorate is becoming increasingly complex. For these reasons, I would welcome one or more experts from the United Kingdom who could assist and advise the Commissioner of Labour on the general organization of his inspectorates. It would be desirable that the terms of reference of the experts should be clearly set out and it would be advantageous if Mr. D.I. Goodwin, Labour Adviser on Labour Legislation, who is now familiar with local conditions, could be consulted when he returns to the United Kingdom

in April 1970 as to the sort of person who could be most helpful.
