(a)
Implementation of the scheme depended, to a large extent,
on the soundness of the Inspectorate. With this in
mind, we had agreed with the Hong Kong authorities to send
a team of experts to the Colony to look at the existing
arrangements and to advise on means of strengthening them.
He asked the trade union officials to keep this informa-
tion to themselves because there had been no announcement
of the proposal in Hong Kong.
(e) When the team returned from Hong Kong and there had been
time in London to examine their report he would be happy
to discuss it with Mr. Gibson and his colleagues.
(f) Apart from this, he intended to review the night work for women scheme after the first three months and again after
six. He emphasised that in any event small undertakings
would not be authorised to employ women on night shift.
He would have enquiries made to find out why Mr. Leong
had not been permitted to accompany the trade union delegation on their visits to factoriesin Hong Kong
during their recent tour of the Far East.
