May I express my thanks for granting the interview on March

17th 1970, at which we discussed the complex problems of Hong Kong's working conditions.

I am sure that the interview did much to relieve some of the anxieties felt by those who attended, and the fact that you proposed a further meeting is evidence of your personal concern.

You will recall that I expressed a lack of confidence in the Labour Department of Hong Kong, and also about the attitude of the Labour Commissioner himself. In furtherance of this, I am enclosing copies of press cuttings which I have recently received from the colony, from which you will see that Mr. Hetherington now refutes the statement made by a Mr. Harold Yau in the Hong Kong 'Standard' of February 17th 1970 that 'The Labour Department, however, concedes that one in four, or 3,600 out of Hongkong's 14,400 industrial firms, are guilty of hiring child labour' emanated from his Department.

It is very strange that the "abour Commissioner should have

used the medium of the press to make this disclaimer, and I would have expected that a person in his position would have ascertained the source of my information from me and then taken the appropriate action if the press statement was incorrect. However, I can only conclude that Mr. Hetherington is more concerned in defending himself from the quotation made by me, than rectifying any error made by an Hong Kong correspondent. I just cannot believe that Mr. Hetherington does not know about the article in question, but just to make sure, I am writing to him.
