Lord Shepherd approves the draft paper which he assumes Members of the Hong Kong Ministerial Committee will read in conjunction with the main paper (K(69)1).
The Minister of State also assumes that the draft speaking notes in the file immediately below will be brought up to date. In this connection he hopes that the points made in paragraphs 12, 13, 14 and 17 will be stressed in the revised notes.
