You will remember seeing and approving the attached
note about the long term study on Hong Kong.
2. We had hoped it might be possible to arrange a meeting
of the Hong Kong Committee (which you chair) before
your visit to the Far East, but Lord Shepherd has been
away and it has been difficult to find a time when Treasury
Ministers can attend because of the budget.
3.
We shall try to arrange a meeting after your return.
In the meantime you may like to glance again at the papers
which are attached. In Hong Kong only the Governor
and Chief Secretary know of the existence of this paper.
There is no reason why you should not discuss it with them
"
on the basis it represents our departmental and Ministerial
thinking in the F.C.C., but that is has not yet had
Ministerial approval in Whitehall generally.
