Problem
As instructed by the Defence and Oversea Policy Committee at
the height of the 1967 communist campaign of confrontation in
Hong Kong, officials have prepared a report on long term policy in
regard to Hong Kong (K(69)1). This report has been circulated for
consideration by the Ministerial Committee on Hong Kong under cover
of a paper by the Secretary of State (K(70)1).
Recommendation
2. It is recommended that the Secretary of State seeks his
colleagues' general endorsement of the four conclusions set out
in paragraph 6 of his paper and of the eight recommendations in
Section J of the Report. With particular reference to recommendation
(7) of the Report, endorsement should be sought for the proposal (in paragraph 7 of the paper) that a revised report should be prepared
for submission to the Committee in the first half of next year.
Speaking Notes (Introductory)
3. Any lengthy introduction of the report would appear superfluous
in view of the coverage of the Secretary of State's paper (K(70)1).
Attention might be drawn to the appraisal of our position in Hong
Kong as set out in paragraph 4 of that paper, and to the conclusions
in paragraph 6.
