The above paper is being taken in the
Hong Kong Ministerial Committee on Friday,
13 March. A draft brief has been submitted
separately.
2. In approving the paper, Lord Shepherd
asked that the brief when drafted should reflect
points made in paragraphs 12, 13, 14 and 17 of
some draft speaking notes prepared a year ago.
Paragraph 17 is fully incorporated in the current
draft brief as paragraph 5. The points in
paragraphs 12-14 are not so explicitly made.
Lord Shepherd may himself wish to make use of
them in Committee and they are therefore
attached.
