I have the honour to transmit to you the Drafts of
Letters Patent to be passed under the Great Seal of the Realm amending further the Letters Patent dated the 14th of February, 1917, constituting the office of Governor and Commander-in-Chief of the Colony of Hong Kong and making provision for the government thereof; and
Instructions to be passed under the Royal Sign Manual and signet further amending the Instructions to the Governor and Commander-in-Chief of that Colony dated the 14th of February, 1917.
I have to request that you will submit these Drafts for the approval of the Queen in Council, and that a sealed copy, with six plain copies, of the Orders approving the drafts of these two instruments may be supplied for the use of the Foreign and Commonwealth Office.
