I spoke privately to the Governor while I was in
Hong Kong about his reply of 17 September to your
letter of 3 August.
2. I indicated that you could not leave matters as
the Governor's letter had left them. The new
Government recognised how much had been done up to
date: we did not necessarily want a radical accelera-
tion, but we did want the momentum to be maintained and
be seen to be maintained. This would help the FCO
to help Hong Kong.

The discussion went well and agreement was
reached on the following lines as regards the three
subjects covered in the Governor'e correspondence with
you.
4. Primary Education
The Governor pointed out that his present
proposals could be presented as compulsory primary
education in terms of Hong Kong conditions;
