I have already reported orally to you on my
visit to Hong Kong. The purpose of this note is to report on my private discussions with the
Governor about his reply of 17 September to your
letter of 3 August.
2. I indicated that you could not leave matters
as the Governor's letter had left them. The new
Government recognised how much had been done up to
date: we did not necessarily want a radical
acceleration, but we did/want the momentum to be
maintained and be seen to be maintained. This
would help the FCO to help Hong Kong.
3. The discussion went well and agreement was
reached on the following lines.
4. Primary Education
The Governor agreed that he would represent
FREEY his new proposals in a positive way as compulsory
primary education in Hong Kong conditions.
5.
Housing
(You will recall the Prime Minister's
personal interest in an acceleration of the
rehousing of remaining squatters). The Governor
agreed to put the problem again to his Housing
Board for reconsideration of their previous advice
