I have already reported orally to you on my
visit to Hong Kong. The purpose of this note is
to report formally on my private discussions with
the Governor about his reply of 17 September to
your letter of 3 August.

as the Governor's letter had left them. The new
Government recognised how much had been done up to
date: we did not necessarily want a radical
acceleration, but we did want the momentum to be
maintained and be seen to be maintained.
