It is worth noting that the Treasury were informed
last November that the Governor was likely to favour
Mr. Haddon-Cave over Mr. Fogarty and did not demur. (They
mi
sent Mr. Fogarty round to see him about his chances but told
him first that they were not likely to be high).
Informal
and strictly confidential consultations with the senior
member of the Bank of England most concerned with Hong Kong
was emphatic that Mr. Haddon-Cave was the better man (Flag E).

If Lord Shepherd agrees therefore, I propose to
endorse the Governor's proposal that
(a)
Mr. Haddon- Cave should be earmarked for
the succession to Sir John Cowperthwaite
(b)
we should aim to announce this in the
autumn and
(c)
in the meantime make arrangements with the
Treasury and Bank of England for his being
attached to those two bodies to strengthen his
knowledge of the monetary field.
