Lord Shepherd may be interested to know that I have had
a letter from the Governor (Flag A) to the effect that

Sir John Cowperthwaite will stay on until after
the 1971 Budget session i.e. go on retirement in
April 1971. This is to cover the period when the
Governorship changes and
that his recommendation for the succession would
be Mr. Haddon-Cave, the present Deputy Financial
Secretary.
Mr. Haddon-Cave is an Australian by birth who served
in East Africa (Kenya) from 1952 until 1962. His Kenya reports
marked him out as a "flyer". He has since served in Hong Kong in
the Department of Commerce and Industry, on economic work in
the Secretariat and since April last year as Deputy Financial
Secretary. He was early on noted as a potential Financial
Secretary.

There is no candidate of the requisite calibre in
Her Majesty's Overseas Civil Service (0.D.M. confirm this and
agree with the Governor's recommendation of Mr. Haddon-Cave).

The Governor would be ready to accept a "very exceptional
appointment" from outside. We would look to the Treasury and
the Bank of England for advice on the possibility of this and
have in fact already been in contact with them. One candidate
has offered himself viz. Mr. Fogarty, at present Treasury
representative in the Far East. I have met him and do not
think that he has the same "fire in his belly" as Mr. Haddon-Cave
clearly has from his reports.
