I am writing, further to Leslie Monson's letter (HKK1/30) of 18 February, to report that we have approached the Treasury and Bank of England about Haddon-Cave's two month attachment later this year. We have suggested that when Bell (of the Treasury) visits Hong Kong from 15 - 19 March he might discuss with you and John Cowperthwaite how Haddon-Cave could most usefully spend his time in the Treasury and possibly how the time available might be divided as between the Treasury and the Bank.
We have stressed with Bell and Haslam the confidential nature of the decision about the succession and have warned him not to mention it outside the circle of yourself, Hugh Norman- Walker and JołmCowperthwaite.
