As you know, Haddon-Cave is to pay a working visit to London in the autumn and we are currently engaged in attempting to get some idea of what his programme might be.
2. When Bell spoke to Haddon-Cave in Hong Kong recently he mentioned that he would naturally wish to spend some time in the FCO during his visit. In order that we might get a firmer view of the general shape of the visit it would be helpful if you could let me know how long he might usefully spend with you and what the possible programme might be. You might care to note that he has requested that sufficient time be left in his programme to allow him to write up his notes as he goes along.
3. At the moment we think that the visit might usefully start in the FCO and progress through the Bank of England, Treasury, Board of Trade and end with a short programme in the Civil Service Department on career planning and management techniques.
