Thank you for your letter of 29 May about Haddon-Cave's working visit to London in the autumn.

We think that he could usefully spend a week with us. This will enable him to make contact with all the senior people who deal with all aspects of the affairs of Hong Kong, and more particularly in fields with which in the past he may not have had much contact. We plan to arrange appointments in the mornings only and to include talks covering the political cconomic (iacluting Zuropean integration) and defence fields. This will involve five Deputy Under-3ecretaries and, of course, the Assistant Unter-Becretaries working to them and the various departments concerned, We think that Sir D. Greenhill may also wish to see him and we would expect also to arrange an ap ointmen with whichever Minister is then responsible for the affairs of Hong Kong, and also perhaps with the Secretary of State himself.

We agree that Haddon-Cove should come to the FCO first then, as you suggest, progress through the Bank of England, Treasury, Board of Trade and the Civil Service Department.
