Arrangements for Mr. Haddon-Cave's working visit
to London in the autumn are in hand and an outline
programme has been put to Hong Kong

2. In your letter to the Governor of 18 February you
proposed that formal approval of Mr. Haddon-Cave's
appointment should be given in late August and an announcement made in mid-September. A draft saving
despatch is attached. As I hope to go on leave later this week I am submitting these papers now.
3. Mr. Royle may wish to know that Sir J. Cowperthwaite
will be retiring next year and that it has been agreed
that Mr. Haddon-Cave should succeed him.
