both the Executive and Legislative Councilo doubt

thether such a post is necessary and that the

constitutional position of the Colony makes it

impopcible to follow the model of responsibility

to Parliment that is appropriate here. Lut jut

as Hong Kong AL so much "Lui generis", so there is

no nocd cxactly to reproduce the machinery that

has been evolved elsewhere. It strikes mo, nover-

theless, that the "Ombudsman" concept is particularly

suitable for the circumstances of Hong Kong. The

new Office would of course have to be quite seperato

from the normal machinery of covernmont and I om

sure the "Comisioner' would have to report to

you perconmlly.

If no can treat these matters as urgent I think they would pay off handsomely in terms of social content.

I have agreed with Anthony Royle that he should visit Hong Kong in October and he will be in touch with you about this. He is anxious to discuss the situation generally with you before you go on leave, but I should hope that by the time of his visit at the Utest it will be possible to announce decisions on primary education, on accelerated housing programme and the appointment of an (mbudsman.

You may care to glance through the attached extracts from the Hong Kong Government Information Services Daily Bulletin.

It is a pity, in view of the terms of the letter

which it is proposed the Secretary of State should send to the Governor, that the Hong Kong Government have now announced their new policy on post-primary education referring in passing to "aided primary education".
