Ao you know, the Prime Minister was most interested
in what he could see of Hong Kong during his visit oerly
this year and on hi return arranged that our Party,
while still in oppo.ition, should devote special study
to Hong Kong and its problems. It now fall: to me in
office to cogumo Her Majesty's Government's responsibilities
on behalf of and towards long long. I have therefore
thought that I would let you know my thinking on this
part of my responsibilitics.
We are all full of rdmiration for the way Hong Long
under you end your predecesi ore how tackled the difficulties
cince the war. It is an achievement of tremendous i cale, and
too little attention has been paid to it here and too
little credit given for it to llong Kong and its people.
You can rely on no end my colleagues in this office to
