(i) Would it be proper to ask the Board of Review
to take into account the considerations
referred to in paragraph 9(i) above?
(ii) Alternatively, should the Governor alone
take these criteria into account or perhaps
neek advice on their application from a
source other than the Board of Review,
e.g. the Colonial Secretary or the Chief
Justice or both?
(iii) If course (i) above were adopted, how would
the Board of Review react? If they
recommended no remissions what would be the
consequences if the Governor, with or
without other advice, overruled them?
(iv) If course (ii) above were adopted, how
would the Board cf Review react if their
advice were cast aside by the Governor?
