We spoko the other day about the rate of release of Communist prisoners in Hong Kong. I attach a copy of the Flag A quarterly breakdown for your retention. We have now
asked Hong Kong to provide us with monthly figures.

2. You will notice that there is a slight discrepancy between the quarterly list and Hong Kong telegram No. 183. The list shows 116 prisoners in detention at the end of March whereas the llong Kong telegram showa 115. The second figure, which is more up-to-date, is the one we use for our briefs and we have asked Hong Kong to confirm that it is still acouzate 35 a baseline.
3. In any event as of today some 93 confrontation prisoners remain inside. Since I last spoke to Mr. Ma there has been a reduction of over 20. During the same period there have been no releases of our detainees. I intend to make this point to Mr. Ma when I next see him.
