Sick Prisoners in Hong Kong
Mr. Denson, Mr. Maddocks and I discussed yesterday how this
subject should now be handled. Mr. Maddocks advised strongly
that the next step should be for me to write along the lines of
the attached draft. He thought it would be impolitic to start
at a higher level. If this low-key approach failed he recommended
we should consider a Ministerial approach to the Governor.
