Turning now to some of the suggestions in paragraph 4 of your telegram No. 369, the Universities are already well represented by University Council members on one or other Council, and the teaching staff of the Universities are unsuitable under (c). The information media are a totally unacceptable source of members under (a) and if you put someone on from one such source the row the others would raise would be cataclysmic. Teachers, like University staff, do not have the time, which is a pity; but we already have an educationist on and this is the best we have been able to do. Of course, several members also are concerned in the management of individual schools. Professional people are well represented already, and virtually every member is active in some form of social welfare. Finally, one must not regard the Heads of Department such as the Directors of Medical & Health Services, Education, Social Welfare and the Commissioner of Labour as mere cyphers. They probably know views within their own fields of interest just as well as any Unofficial.

I have in fact prepared a few little lists (obviously rough and ready) shewing the extent to which we have achieved a coverage of these various ways of looking at "wider representation in the present Council as it stands at this moment of writing sometimes of course the same person covers more than one aspect. These I attach as a matter of interest.
