Szeto Wai He is an active engineer and architect (and something of an artist) and speaks and advises well on civil engineering and construction matters. A sound man, and I recommend he be re- appointed.

Dr. S.Y. Chung His field is business and industrial management, productivity, and related subjects to which he devotes a great deal of rather ebullient energy and in which he has a great deal of theoretical knowledge. His judgement is on the whole fairly sound, with lapses, but he is the best available man in the field. I recommend he be re-appointed.

Salmon (of P & O) and Browne (of Butterfield and Swire) are likely to be recommended by the JPS and the Chamber of Commerce respectively, the former in place of Herries which will provide one change. I see no reason not to accept these

recommendations.

This leaves (apart from Tse and Watson) Fung Hon-chu and Wilfred Wong. Both are undoubtedly anxious to stay on Council; and both are, in my opinion, beginning to outlive their usefulness. have not been inactive or uninterested, but their contributions, though frequent, have shewn less judgement on the whole than those of the others I have recommended to stay. I have been in considerable difficulty making up my mind about them. But I think Fung Hon-chu must go : for this reason. If Y.K. Kan decides to retire early, Fung would be left as the senior member and he is just not up to organizing his individualistic colleagues into their maximum effectiveness. Wong, I recommend, might stay for one more appointment. He was not appointed until June 1965, and it is thus possible to make a distinction between him and Fung who was appointed a year earlier.
