on the other hand this is a factor which would in any case make him difficult to take off peremptorily for reasons best explained, if desired, by Hugh Norman-Walker. You will recall that he was once an elected member of the Urban Council. I recommend his re-appointment.

Mrs. Li Although we do not have have a woman member, I myself feel quite strongly it is useful to have one. The best successor would be Mrs. Symons (part Chinese) whom we persuaded with some difficulty (she is a prominent headmistress) to accept appointment onto the Urban Council. She might very well follow Mrs. Li in a year or two when she has had some experience and is perhaps less directly tied up with running her school. There are one or two other women who might be suitable but all are also heavily engaged in their professions and do not have the time. I therefore recommend Mrs. Li's re-appointment.

Wilson Wang Although trained I believe as an engineer he now runs the complex of 'New Method' private schools, with something like 15,000 pupils in them. He therefore has very considerable practical experience as an educator and is the nearest we can get to having an 'educational' voice on Council. I recommend he be re-appointed.

Probably the soundest and most knowledgeable Chinese banker and international money market man we have here, and someone we frequently turn to for advice within his field. He can be relied upon to talk sense in financial matters at times when the public (or his colleagues) are indulging in wilder flights of financial irrationalism. He has only quite recently been appointed to Council and I recommend he be re-appointed.
