This is certainly very much the mixture as before though

on the basis of the principles of selection, which the Governor

considers must govern his choice, all the new names seem eminently

suitable. Certainly the Department have no other names to put

forward and it is clear that it would take a long time to reach

agreement with Sir David Trench on a new set of principles for

selection. In these circumstances we had better agree with the

Governor's specific proposals and pursue the general principles

of selection on the lines suggested in the second submission.

The Governor has been given permission to take leave in

mid-October and we could pursue the discussion then, though it

would be desirable for me to give him 2 notice of the sorts

of points we would wish to raise.
