In exercise of the powers conferred by Clause XIV of
the Hong Kong Instructions 1917 - 1969, I appoint
DONALD COLLIN CUMYN LUDDINGTON
Justice of the Peace to be provisionally an Official Member of the
Legislative Council of Hong Kong from 1st July 1970.
GIVEN under my hand and the Public Seal of the
Colony on 29th June 1970.
