Dr. CHOA has previously served on the Legislative Council in 1968 in a provisional capacity and succeeded Dr. P.H. TENG as Director of Medical and Health Services with effect from 2nd July 1970.

Mr. Clark has been Deputy Director of Urban Services since 1969 and has been appointed to act as Director of Urban Services and Chairman of the Urban Council during the absence on leave of Mr. D.R.W. Alexander. He has previously served on the Legislative Council in 1968.

Mr. Holt-Kentwell has served as Assistant Director of Social Welfare since 1968 and has been appointed to act as Director of Social Welfare during the absence on leave of Mr. G. T. Rowe. He has not previously served on the Legislative Council.

Mr. LO Kwee-seong was appointed as an Unofficial Justice of the Peace in 1961. He served on the Urban Council from 1962 to 1966 and has been a member of the Aviation Advisory Board since 1965. He has not previously served on the Legislative Council.
