I have the honour to inform you that I have appointed Mr. J. Cater, M. B. E., J. P., provisionally and subject to Her Majesty's pleasure, to be an Official Member of the Legislative Council from 24th September 1970.

In my despatch No.1002 of 28th August 1970 I sought Her Majesty's approval for the appointment of Mr. Cater on a definitive basis and a reply is still awaited.

Copies of the Instrument of Appointment in respect of Mr. Cater and of the Gazette Notice promulgating his provisional appointment are attached.
