Legislation alone would not stop accidents.

Laws could only

lay down essential requirements for the prevention of accidents, and they

remained valueless if nobody observed their requirements.

The spokesman said the first pre-requisite of accident prevention

was safety consciousness on the part of all people in industry from

the managing director down to the most junior employee.

Safety consciousness could only be inculcated by safety education,

safety training and safety practices.

CATER APPOINTED TO COUNCIL

New D.C. And I.

Mr. Jack Cater has been appointed provisionally an official member

of the Legislative Council with effect from today.

A government spokesman says Mr. Cater has also taken over from

today as Director of Commerce and Industry from Mr. D.H. Jordan.

Mr. Jordan has ceased to be a provisional member of the Council.
