It has been raised once or twice by individual residents of Hong Kong
in the course of informal discussions with Lord Shepherd; and in
1969 it was the subject of a published report by the Hong Kong Branch of JUSTICE (the International Commission of Jurists). In September,
Flag I 1969, the Governor, at the request of that Branch, sent a copy of the

report to the Secretary of State; and in October, 1969, the London Branch of Justice sent Lord Shepherd a copy of the same report under Flag cover of a letter advocating the creation of the post of Ombudsman.
K In reply to that letter Lord Shepherd conveyed the information in
paragraph 7 above.
