Mr. Primrose will initially be responsible for getting the new
office going and for advising on any other staff that may be required and it
will be some time before the new procedures can be made fully effective.
Mr. Primrose first came to Hong Kong as a Lieutenant, Royal Naval
Volunteer Reserve with the British Pacific Fleet in September, 1945. He
joined the Hong Kong Government service as an Executive Officer in 1947
and was married in Hong Kong in 1948.
He was Deputy Clerk of Councils from 1951 to 1956 and Secretary
of the Urban Council from 1956 to 1957. He was the first member of the
Executive grade to be appointed as a Cadet Officer. This was in 1958 when
he served in the Establishment Branch and subsequently as Secretary of the
1959 Salaries Commission. Subsequently he served in the New Territories
Administration.
He was appointed an Official Justice of the Peace in 1963. He
has been Clerk of Councils and Assistant Colonial Secretary since 1965 and
was awarded the M.B.E. in 1969. He is a Fellow of the Corporation of
Secretaries and has been trained in the House of Commons in parliamentary
procedure.
In his capacity as Clerk of Councils, he has also taken the
opportunity whilst on leave to see something of the working of the Office
of the Parliamentary Commissioner in London. He served as a member of
the Royal Naval Volunteer Reserve from 1951 to 1959.
