With my letter HKK. 1/8 of 14 March, 1969, I sent you a copy of a draft Bill, which had been prepared in Hong Kong, relating to the possible appointment of a Commissioner for Administration in the Colony.
In your
(a) free reply of the 26 March, 1969, you raised one comment of

detail on the Bill which we duly passed on to Hong Kong.
I understand that Michael Laird discussed this matter with you on 31 July. You should know that our new Ministers have asked the Governor to revive exam- ination of this proposal and as part of this examination we shall be taking a closer look at the draft Bill. As a first step I am seeking confirmation that you have no further comments to make on it. The other enclosures to my letter of 14 March, 1969 set out the background against which this matter was being considered but if there is any further information you require please let me know.
