8.
(1) Subject to the provisions of this section, the Commissioner
may appoint such public officers as may be necessary for the efficient
carrying out of his functions under this Ordinance and as shall by annual
vote or otherwise be from time to time provided for by the Governor and
the Legislative Council.
(2)
The salaries of persons appointed under this section, and the
terms and conditions of their appointments, shall be such as are approved
by the Governor.

FUNCTIONS OF THE COMMISSIONER.
9. (1) Subject to the provisions of this Ordinance, the Commis-
sioner may investigate any decision, relating to a matter of administra-
tion and affecting any person, taken in or by any department or by any
officer thereof in the exercise or purported exercise of any power or
function conferred on it or him by any law.
(2)
The Commissioner may conduct an investigation either on a com-
plaint duly made to him under this Ordinance by any person or of his own
motion; and where a complaint is so made he may commence an investigation
notwithstanding that the complaint may not on its face be against any
such decision as aforesaid.

may refer to the Commissioner for investigation any matter which is within
the jurisdiction conferred on the Commissioner by this Ordinance.
