"investigation" means an investigation by the Commissioner under this
Ordinance;
"officer" includes employee and member;
"tribunal" includes the person constituting a tribunal consisting of one
person.
(2) Any reference in this Ordinance to a department includes a refer- ence to the officers of that department.
PART II.
Appointment
and tenure of office.
APPOINTMENT OF COMMISSIONER FOR ADMINISTRATION.

(1)
For the purpose of conducting investigations in accordance with the provisions of this Ordinance there shall be appointed a Commis-
sioner, to be known as the Commissioner for Administration.
(2) The Governor shall, by writing under his hand, from time to time appoint (or reappoint) a person to be the Commissioner, and any person so appointed (or reappointed) shall, subject to the provisions of this sec- tion, hold office for a period of three years.
(3) The Commissioner may at any time resign his office by writing
addressed to the Governor.
(4) The Commissioner may be removed or suspended from his office
only in the same manner and for the same reasons as are specified in the
Hong Kong Letters Patent 1917 to 1967 in relation to the removal or sus- pension of a judge of the Supreme Court and accordingly paragraphs (3), (4), (5), (6) and (7) of Article XVIA thereof shall be read as if refer- ences therein to a judge of the Supreme Court included references to the
Commissioner.
