Sir Leslie Monson has instructed that
the draft Bill should now be referred to Legal Advisers for examination in the light of the Secretary of State's letter to the Governor, so that we can thereafter fulfil the undertaking to let the Governor have our considered views.

(a) The relevant extract from the report of the Fiji Constitutional Conference, 1970, relating to the appointment of an Ombudsman under their independence constitution.
(b) The relevant provisions in the draft Fiji Independence Order, 1970.
(c) The relevant provisions in the Guyana Independence Order 1966.
(a) The report of the Guyana Ombudsman for the year 1967.
It is, of course, realised that these documents do not necessarily' constitute any specific guide to the preparation of a Bill providing for the appointment of an Ombudsman in Hong Kong since they are related to the constitution of independent (or shortly to be independent) Commonwealth countries. However, they may afford some general guidance on the subject.
7. For ease of reference the draft Hong Kong Bill is attached behind this minute and it will be appreciated if it may be examined with a view to sending the Governor our considered' views.
