As the efficaciousness of the
UMELCO system becomes better
known the office could be flooded
out.
I think we should wait nine months
then review. We could ask Sir
Edmund Compton or Sykes to come
out from Britain and perhaps the
New Zealand Commissioner could
also send someone up to review
the scheme and to advise on
future developments. (Note: A
possible alternative would he
for Primrose to visit those places).
This is a very good idea.
But will we know any more at the
end of nine months than we know
now?
Yes, I think we shall have a better
idea what UMELCO can and what
UMELCO cannot deal with by then.
The results of the first three
months are only provisional.
It
is too early to make a final
assessment.
