Mr. Royle:

Mr. Royle
Mr. Primrose:
successful in about fifty per cent
of the cases.
However, this is
a high figure and I do not think
we should quote it because the
cases are very difficult to classify
statistically. Also the figures
are only over a short period,
The success rate if that is the
-
right phrase - may perhaps turn out
to be of the order of 33% or one
case in three.
There is no doubt
that the UMELCO system is efficacious
and some complaints can be rectified
very quickly and without much
formality. Departments do give
priority to UMELCO matters.
Rather like parliamentary questions?
Yes, similar. The UMELCO system
and the Ombudsman system are (as
you appreciate, Mr. Royle) two
different things.
Would it prejudice the UMELCO
system if there were also an
Ombudsman?
Not much. But I doubt whether the
Ombudsman would be used much, The
procedure would be too ponderous
and time consuming for most people.
