I have already reported orally to you on my visit to Hong Kong. The purpose of this note is to report formally on my private discussions with the Governor about his reply of 17 September to
your letter of 3 August.

as. the Governor's letter had left them. The now Government recognised how much had been done up to date: we did not necessarily want a radical acceleration, but we did want the momentum to be

Ombudsman
I agreed with the Governor that we should see
how the experiment of strengthening the Office of
Unofficial Members of the Executive and Legislative
Councils developed over the next nine months. We will then look at the question again, with a view to

establishing an Ombudsman (or Commissioner for
Administration) if the U.M.E.L.C.o. Office was not

proving to be successful in tackling all the
grievances submitted to it.
