We were all most grateful for your very clear and informative letter of 22nd April, conceming the appointment and reappointment of members of Executive Council and Legislative Council in June next. Following the useful discussions we had about this at official level and our later talk with Lord Shepherd, I now write to confirm that we accept your proposals.
You will recall our consideration of the difficult question of broadening the basis of appointments to the Councils and Lord Shepherd's request to you to reflect further on this problem before next year's nominations have to be decided. I have no doubt
that in the course of the further contacts we shall be having over the next few months there will be opportunities to review again the very limited possibilities that appear to be open to us in
this matter.
