Once again the time is approaching when
a number of appointments to the Legislative Council will expire. In accordance with previous practice I am putting forward my proposals demi-officially now in order to obtain your concurrence in good time before the formal exchange of despatches.
The appointments in question are those of all eight nominated Official Members and of four Unofficial Members, whose terms of office are due to expire on 30th June, 1967. The Unofficials are F.S. LI, SZETO Wai, WONG Sien-bing and G.R. Ross, the last being the .nominee of the Chamber of Commerce. remaining unofficial appointments do not expire until 1968.

With regard to the officials, I propose that all eight nominated Members be reappointed for another year. They, are Wright, Teng, Gregg, Hetherington,
Kinghorn, Todd, Sorby and Tingle.
LI will have completed five years on the Council. I think it is desirable to maintain a link of at least two Executive Council Members who sit also on the Legislative Council: Y.K. KAN and LI provide this link at present. As it is quite likely that KAN will not wish to serve on the Legislative Council beyond 1968 (when he will have served for seven years), I propose that LI be reappointed for another two years. I have spoken to him and he is willing to continue,
