We accept for the present your conclusion that the. J.Ps and the Chamber of Commerce shuuld not be pr sscd to forego their right of nomination to the Legislative Council. It seems to us that this is not an issue to be forced in order to add to the problems you face in making nominations that are generally acceptable. But we consider that in principle these rights should eventually be withdrawn. This should perhaps be attempted in the context of some more radical change in the basis of representation (such as might emerge when there has been a reorganisation of local govern- ment leading, possibly, to the seating on the Council of a number of persons selected from the membership of various local authorities).
