FUNG Hon-chu, TANG Ping-yuan, TSE Yu-chuen, K.A. WATSON and WOO Pak-chuen have only served 2 years. They have all been useful members, and indeed are growing in usefulness as they gain experience; I propose they be re-appointed. We are left therefore with RUTTONJEE, C.Y. KWAN and Y.K. KAN for consideration only.

Kan should stay on Council (particularly if Kwan goes) in order that he may add a little experience to it, but it is possible that, if he goes on Executive Council, he may ask to come off Legislative Council.
