5. DR A.M. RODRIGUES

He is one of the most valuable unofficial advisers I have; balanced, sensible and highly respected by the whole community, and he works very hard indeed. that he is not a particularly wealthy man: a subordinate bank official, who died when Dr. Rodrigues was quite young. As far as I know, Dr. Rodrigues sits on no commercial or industrial boards, but has supported himself

by the practice of his profession at which he has admittedly done well. Outside his profession, he devotes himself to his many public activities. He is still most active, and

I propose he be re-appointed for a further 2 years.

He 6. R.C. LEE was first appointed on 28th May, 1961. told me shortly after my arrival that he wanted to retire from Legislative Council in about one year (which he has done) and from Executive Council at the end of his present term. In order to ascertain his reaction, I have recently reminded him of this and he has confirmed that he would not expect re-appointment. I propose therefore that he be not re-appointed; it being made known that he is retiring at

his own request.

7. C.Y. KWAN, a solicitor, was first appointed on 28th May, 1961.

In Council he is the most articulate and useful of the Chinese members, and active and helpful outside it. I would greatly miss his often pointed advice, and propose he be re-appointed.

8. J.D. CLAGUE, a businessman, was first appointed on 28th May, 1961. He continues to be a sound and shrewd adviser and a good spokesman for the non-Chinese business and industrial community. I propose he be re-appointed for a further period, if he will serve; which is probable but not absolutely certain. If he declines, I would

10. S.S. GORDON, a chartered accountant, was first appointed only on 1st July 1965. He is articulate and active,
