Notes for Ministers after the General Election

Your minute of 19 May.

We have a number of matters in hand which will have to go to Ministers sooner or later, but I can think of nothing which will require immediate attention from Ministers after the Election.

3. I hope we will be able to submit papers about the Anti- Corruption Bill before the Election. On the question of Hong Kong's external commercial relations, we are still waiting for MINTECH's new proposals. Everybody now seems to be agreed that we must somehow give Hong Kong more freedom, There is also a most complicated copyright problem which we will put forward as soon as possible. The rapers are at present with the Legal

Advisers.
