The Prime Minister has appointed a group of Ministers to prepare a draft of the queen's Speech on the Prorogation and the Cabinet Office has asked for the passages w..ich the Foreign and Commonwealth Office wishes to propose by not later than 12 noon tomorrow, Wednesday 20 May. Departments who wish to propose passages for inclusion in the Speech should send them in draft form to me (Room 58, Domin Street West) by 6.30 p.m. to-night. Nil returns are

The Prorogation Speuch normally deals with past events of importance. The passages should be given in the exact words in which it is suggested that they should be delivered in the Speech. Brevity is essential, and where a topic was mentioned in the Queen's Speech on the Opening of Parliament at the beginning of the present Session, it is suggested that the reference to it in the Prorogation Speech should be of about the same length. A reference to any Bills which have received the Royal Assent this Session should be included where this is considered appropriate.
I attach for ease of reference copies of the Speeches delivered at the Prorogation and Opening of Parliament on 22 and 28 October.
