I am writing about the study on Asia which we shall be under- taking during a phase lasting about two weeks at the College in October and which I briefly mentioned to you last week. In previous years the Departments concerned in the FCO have been very helpful in providing background notes for similar studies and we should be very grateful if they could carry out any necessary revision and updating of the background material which they provided last year - and of which I enclose a copy.

Although the title of the phase has been changed slightly, the area which we hope to cover differs little from last year. The general structure of the notes and the ground which they cover seem very satisfactory but I suggest that the following points should be taken into account:-

Paragraph 13 of the notes should now cover the Nixon doctrine.

The section dealing with spec problems of defence, in paragraphs 32-35 will need some reference to Chinese nuclear an delivery system capabilities.

Paragraphs 39-42, dealing with British defence policy in South East Asia, should perhaps refer to the Conservative Party alternative policy since it has become more specific in the past year.

I should very much like to have the opportunity of discussing paragraphs 6-10 (the Chinese Revolution) with yourself or John Morgan at the drafting stage of revision. I am sure that in discussion we could find forms of words which would satisfy views as well as the Department's. There are a few points in last year's version that I should like to see put a little differently. From the point of view of the time-table here it would be convenient if I could come round for a discussion in mid-June.

You will see that I have also added some further suggested amendment: in pencil on the copies of the notes attached.
