Although S of S is not due to visit Hong Kong, DS 11 have asked us to prepare a short background brief on the Colony.
2.
Addressees may note a certain similarity between the draft enclosed and the Election Brief we prepared six weeks ago. This is not surprising as we have tried to make a precis of the latter, high-lighting the paragraphs that might conceivably have some bearing on the discussions S of S will be having with other Governments in the region.
3. We would be grateful for any comments you may have on the Brief by close of play Tuesday 21 July 1970.
